What publication costs, when it is payable, and what happens if a manuscript is withdrawn. The charge falls due only after a manuscript has been accepted.

The charge
The article processing charge for an accepted manuscript is USD 2,440. It is a single charge per article. Authors are invited to pay only once the editorial decision to accept has been made; submitting a manuscript and having it reviewed cost nothing.
The charge funds the work between acceptance and publication and the cost of keeping the article freely available: editorial and production handling, copyediting and typesetting, registration of the Crossref DOI and its metadata, hosting, and long-term preservation. Readers pay nothing at any point.
Authors whose funder or institution pays on their behalf can request an invoice addressed to that body. Questions about billing, currency, tax treatment or purchase orders go to the editorial office before payment is made.

Decisions
Made on the work
Editorial decisions are based on scope, scientific quality, methodological rigor, ethical compliance, reporting quality, and relevance to the journal. Decisions remain independent of fees, services, memberships, and editorial roles.
Sequence
Acceptance comes first
The charge is raised after a manuscript has been accepted. No payment is requested at submission or during review, and no payment affects how quickly a manuscript is handled or whether it is accepted. Single-blind by default; double-blind review is available on request.
Editors and reviewers
No advantage from a role
Serving as an editor or a reviewer confers no advantage in the review or acceptance of that person's own manuscripts. Editors recuse themselves from decisions on their own submissions.
Withdrawing a manuscript
Authors should contact the editorial office promptly and wait for written confirmation before submitting the work elsewhere.
Manuscripts withdrawn within 3 days of submission are not subject to a withdrawal charge.
Manuscripts withdrawn more than 3 days after submission incur a withdrawal charge equal to 30% of the journal's APC.
Authors must receive official withdrawal confirmation before submitting the manuscript to another journal.

Billing and fee-relief inquiries
Authors who need to discuss the charge — because of a funding constraint, an institutional arrangement, or an invoicing requirement — are invited to write to the editorial office before submitting or before paying. Each inquiry is considered on its own terms by the publisher's billing office.
Any arrangement reached concerns the charge alone. It is settled separately from the editorial process and has no bearing on how a manuscript is reviewed or whether it is accepted.
